Kazan 1924 (9 September) - "Small Head" 2 kopek solo franking, paying the correct LOCAL PRINTED MATTER rate (tariff of 1st December 1923 until 31 may 1931), tied by departure Kazan. Arrival handstamp "Kazan Tatresp." 10 September 1924. Esperanto correspondance. Very Fine.
Scarce solo usage with this stamp at the Printed Spechnoye Matter rate. The normal rate was 1 kopek, it is likely that the extra kopek here paid for the SPECHNOYE feature. "Spechnoye", or the first Soviet version of the Express mail, was introduced on 7 September 1922.
