Kostroma 1911 (15 October) - Complete gazette (format 16,5x25 cm) sent domestically, a 2k green adhesive at upper left pays for the correct rate for non commercial printed matter (tariff of 19 March 1899: 2 kopek for 8 lots). Very Fine.
A very scarce specialist item and a rare survivor, complete Imperial gazettes or journals with intact franking are very elusive.
