1797 TSAR PAUL I OFFICIAL UKAZ SENT WITH FREE FRANK PRIVILEGE TO LUGA
St Petersburg 1797 (March) – Entire letter, « Edict from His Imperial Majesty (Paul the First) » (Его императорского Величества Указъ), sent with Free Frank privilege from the ecclesiastic consistory in St Petersburg to about 120 km to the Cheremskovoy Monastery in LUGA. Received 11 March 1797. Very Fine.
On reverse, superb seal of the St Petersburg Spiritual Consistory (ДУХОВНОI KOНСIСТОРII ПЕЧАТЬ САНКТ...) asserting the free frank privilege and manuscript « 9 » probably being the letter number in the postal record book.
Probably the earliest known mail either to or from Luga (population about 2,000 at that time), with no mention of any other example recorded in the literature before the introduction of the first Luga postmark in 1805 (Dobin 1.01, period 1805-1816).
