ODESSA POSTMASTER PROVISIONAL - LOCAL REVALUATION OF THE COMMERCE & INDUSTRY STAMPS
Odessa, 1922 (6 May) - International Registered envelope to Hannover, Germany. Franking including a very unusual usage of the 200r brown and 300r green "Commerce & Industry" issue, revalued locally by the postmaster. Very Fine quality for this kind of mail.
The Commerce & Industry 200r & 300r stamps, here 1,000 rubles of FACIAL value, have been revalued 10 times (postal value 10,000 r), combined with 7,500 r (27) adhesives (202,500r) for a total of 212,500 roubles. The first rate foreign registered letter was 400,000r (tariff of 24 April 1922): there are 187,500r missing from the envelope which would just match a pane of 25 of the 7,500r; the most likely explanation would be that the postmaster correctly franked that envelope at 400,000r using TWO panes of 25, but one of them was cut off at one point in time.
