MINSK POSTMASTER PROVISIONAL - LOCAL REVALUATION OF THE COMMERCE & INDUSTRY STAMPS
Kopatkevini, Minsk Gov, 1922 (29 April) - Envelope to Little falls, New York USA. Transit via Moscow 5 May 1922. Franking including a very unusual usage of the 200r brown and 300r green "Commerce & Industry" issue, revalued locally by the postmaster of that small locality. Very Fine quality for this kind of mail.
The Commerce & Industry 200r & 300r stamps, here 2,000 rubles of FACIAL value, have been revalued 10 times (postal value 20,000 r), combined with 7,500 r + 1,000 r (2) adhesives for a total of 29,500 roubles. The first rate foreign letter tariff 30,000r (valid from 17 March 1922) was applied, the chart of the newly tariff introduced on the 24 April at 200,000r had probably not reached this small post office at the time.
Those very scarce revaluations of the "Commerce & Industry" stamps were published by E. Klempka in the journal of the British Society of Russian Philately (November 2012, #102, p. 13-18), and had been previously recorded only for Moscow, Kharkov, Nikolayev, Odessa. This Kopatkevini Minsk Postmaster Provisional is a new discovery. A rarity.
